Kevin Payne, 50, was killed in a Los Angeles car accident after being hit while standing near his disabled Toyota pickup truck by the side of 210 Freeway.

According to a news report in the San Gabriel Valley Tribune, the fatal crash occurred the night of August 27, 2010 in the westbound lanes of the freeway, in Glendora, close to the 57 Freeway. California Highway Patrol officials say Payne was standing by the side of the road and near his Mercedes sedan while having the pickup truck hooked on to a tow truck. At that moment he was struck by a 2009 Dodge van driven by 36-year-old Toby Okleshen.

California Motor Vehicle Code 21701 makes it a crime to tamper with the driving mechanism of a car or cause the driver to lose control due to horseplay or distraction.

Teen drivers are the most common drivers cited under this law. Often they get into vehicles together and forget that one of them needs to focus on the road. Many states have enacted laws that restrict the number of teen drivers that can be alone in a car together. This is for the safety of the teens and other drivers on the roads. In California, any teenage driver who has had their license for less than a year may not have other teenage passengers in the car unless an adult is also present in the car. Since this law was enacted, the California Highway Patrol estimates that nearly 700 teenage lives have been saved.

A bus driver and six passengers sustained injuries in a San Diego car accident after their bus collided with a pickup truck the afternoon of August 28, 2010. According to a news report in The San Diego Union-Tribune, the crash occurred on North Lake Wohlford Road near Valley Center Road. California Highway Patrol officials say the southbound pickup truck crossed into the opposing traffic lanes and struck the bus. The driver of the pickup truck was uninjured. The bus driver and the injured passengers were transported by ambulance to a local hospital. Some of the bus passengers sustained neck and back injuries. An investigation is ongoing.

A woman was injured in a rollover accident after her SUV crashed into another vehicle at a Fresno street intersection. The Fresno Bee reports that the collision happened the morning of August 19, 2010 at the intersection of Shields and Van Ness avenues. The SUV crashed into a pickup truck, which was going north on Van Ness. The SUV was eastbound on Shields. The SUV rolled over several times and came to rest against a wall. The driver of the SUV was hospitalized with unknown injuries while the driver of the truck was uninjured.

I sympathize with the injured victim in this case. I hope she has a speedy and complete recovery from whatever injuries she has sustained in this crash. Please keep her in your prayers.

A hit-and-run collision in Rancho Cucamonga resulted in major injuries for a 56-year-old bicyclist. According to a news report in the Inland Valley Daily Bulletin, the injury crash occurred at the intersection of 19th Street and Eastwood Avenue the night of August 21, 2010. The pickup truck that struck the bicyclist left the scene of the crash. The man suffered major head injuries and was transported to an area hospital for treatment.

Police are still looking for the hit-and-run vehicle, which is described as a gold-colored Nissan Frontier with a flat front right tire. Luis Camacho, 18, was killed in a car accident involving a suspected drunk driver, the evening of August 23, 2010. According to a news report in The Porterville Recorder, the crash occurred at the intersection of Avenue 228 and Road 36, when 18-year-old Victor Anguiano, the driver of a Chevy Astro van, sped past a stop sign and broadsided a 2007 Freightliner truck. Anguiano suffered minor injuries, but his passenger, Camacho, was killed in the collision. The driver of the Freightliner, 37-year-old Valentin Ramirez, and his passenger, 37-year-old Carlos Reyeslara, escaped without any injuries. Anguiano was arrested on suspicion of driving under the influence and gross vehicular manslaughter.

A family of three was killed in a truck accident after the big-rig carrying gravel crashed into the home they were renting. The Los Angeles Times reports that Jasiel, a 7-year-old boy and his parents, identified only as Leon and Leona, were killed the morning of August 24, 2010, when a truck hauling gravel to a construction site lost its brakes while going down the steep and winding California 154. The truck driver, 51-year-old Joaquin Garcia Morales, said he could not stop the truck. The big-rig crossed State Street and then turned into a parking lot where it crashed into parked cars and then the family's home. Morales was going about 50 miles per hour at the time of the accident. All three victims died at the scene. Morales was not injured.

What a heartbreaking loss for this family! I offer my deepest sympathies to everyone who knew and loved this family. Please keep them in your thoughts and prayers.

A San Jose car accident on Highway 880 the afternoon of August 22, 2010, caused major injuries to three people. According to a CBS News report, the injury crash occurred when a Nissan Xterra struck another disabled vehicle and pushed it into two pedestrians. California Highway Patrol officials say a disabled 1997 Honda Civic was parked in the center median of the roadway, along with a 1995 Honda Civic.

The drivers of the cars, both 19, were standing near the vehicles making arrangements for a tow truck when the Nissan SUV left the roadway and crashed into the 1997 Honda. The disabled Honda then struck the teens. The pedestrians as well as the driver of the Nissan, a 66-year-old man, were seriously injured and transported to area hospitals. An investigation is ongoing.

California Motor Vehicle Code 21663 prohibits cars and trucks from driving on sidewalks. Obviously, you are allowed to cross over a sidewalk to get out of your driveway or enter a parking lot. However, you are not allowed to drive on sidewalks at any other time unless you have been given express permission.

Express permission is when a local authority has personally told you that it is ok for you to drive on the sidewalk. Usually the media, utility workers, and emergency vehicles are the only ones given express permission to drive on sidewalks.

Since the invention of the automobile, driving has been a privilege and a responsibility. On one hand, our vehicle is a tremendous asset, transporting us to where we need to be in a relatively short period of time. On the other hand, it is a deadly weapon. In addition, the streets that we use to operate our vehicles are just as important as the way we drive. When there have been an extraordinary number of Huntington Beach car accidents consistently, in the same places, year after year, I find it criminal to not make significant changes to try to protect our citizens.

The driver of a Nissan sedan was killed and two others were injured in a Riverside car accident the morning of August 22, 2010. The Press Enterprise reports that the Nissan drifted into opposing lanes of traffic on Bundy Canyon Road in Wildomar. The driver then over-corrected, causing the car to skid and go into the path of an oncoming Toyota Yaris. The force of the collision apparently split the Nissan at its driver side door post, killing the female driver and injuring two people in the Yaris. One of the injured passengers of the Yaris sustained multiple broken bones. The accident is currently under investigation.

One driver sustained injuries in a Fresno car accident after her SUV collided with another vehicle at a local street intersection. According to a news report in The Fresno Bee, the injury crash occurred at the intersection of Shields and Van Ness avenues, the morning of August 19, 2010. The SUV was travelling east on Shields while the other vehicle, a pickup truck, was northbound on Van Ness. On impact, the SUV rolled over numerous times, before coming to a stop against a concrete wall. The driver of the pickup truck did not suffer any apparent injuries in the crash, officials said. The driver of the SUV was hospitalized, but the extent of her injuries is not yet known. An investigation is ongoing.

A bicycle accident the night of August 15, 2010 in Lodi, California, left 13-year-old Dillon Buck with serious injuries, The Lodi News-Sentinel reports. Police officials say the crash happened when the boy, who was in the bike lane, was struck by a minivan driven by Kurt Boardman, 51. The driver told officials that the Dillon was riding east in the westbound bike lane. Dillon suffered severe abdominal injuries and was taken to a local medical center. An investigation is ongoing.

A car accident in Los Angeles the afternoon of August 13, 2010 resulted in injuries for four people, including two LAPD officers. Fox News reports that the injury crash occurred in Koreatown on South Western Avenue, when two police cruisers were responding to call about a stolen vehicle. The collision involved four vehicles. A female officer sustained severe injuries while a male officer and two others suffered less serious injuries.

Boris Tomas May, 37, was seriously injured in a Los Angeles car accident the afternoon of August 17, 2010. According to a news report in The Santa Clarita Valley Signal, May's car crashed into the back of a gasoline tanker on Highway 14 near Escondido Canyon Road in Acton. May was airlifted to a nearby hospital with major injuries. Authorities believe May was going about 70 mph when he struck the tanker, which was traveling at about 25 mph. An investigation is ongoing.

It is indeed a relief that May was not fatally injured in this crash given the speed at which it occurred. I wish him the very best for a speedy and complete recovery. He and his family will be in my prayers.

One person was hospitalized with injuries after an Orange County car accident the morning of August 17, 2010, The Orange County Register reports. Fullerton police officials say the injury collision occurred at the intersection of Madison Avenue and Placentia Avenue in Fullerton. The crash involved a Ford Explorer and an Acura 3.5 RL. A woman in the Ford SUV required hospitalization and the driver of the Acura was treated at the scene. At this time no citations have been issued. An investigation is ongoing.

California vehicle code 21661 states that the person driving downhill must give the right of way to the person driving uphill. If necessary, the person driving downhill must pull off the roadway or backup to allow enough room for the ascending car to safely pass.

Old country roads are narrow and windy and are often designed to allow just enough room for one car to have safe passage. These roads are not going to be widened any time in the near future, so drivers who use them must know the proper ways to yield to other drivers. Being courteous to other drivers and knowing the laws on rural roads will keep everyone safe and help you avoid costly fines.

Three teenagers -- Alani Aguerre, 14, Miles Polger, Ian Brininstool -- sustained severe injuries in a San Diego car accident, which officials, say was caused by a drunk driver with several past DUI convictions. According to a news report in The San Diego Union Tribune, the teens were injured the night of August 15, 2010 while walking on the sidewalk along La Jolla Boulevard, close to Midway Street. A Chrysler New York driven by 66-year-old Ronald Troyer jumped the sidewalk colliding with the three teens, and then, slammed into The Cass Street Cafe & Bakery. Two people inside the bakery - Jeffrey and Sharon Macelli were also injured. Thankfully, their injuries are not life-threatening.

My heart goes out to the three teens, especially Alani Aguerre, who has been the most severely injured and is preparing to go into surgery. Apparently, she was carried about 20 yards on the car's hood, thrown through a glass window and then pinned underneath the car. Heartbreaking! I wish Alani, Miles Polger, Ian Brininstool and the Macellis the very best for a speedy and complete recovery. All these victims and their families will be in my thoughts and prayers.

California vehicle code 21660 states that all cars must use only the right half of the roadway when another car or truck is approaching.

Many vehicles in rural areas are too large to keep to one-half the roadway. Big trucks and farm equipment typically take most of the roadway. When approaching a larger vehicle, it is vitally important that you remain on your side of the road. If you cross left of center, and there is an accident, you could be liable to pay for damages. You should always give the oncoming car as much room as possible to pass you safely without placing yourself in danger.

Mario Antonio Flores Topete, 20, was killed in a San Bernardino car accident after he was struck by a vehicle while crossing the road. According to a news report in The San Bernardino County Sun, the fatal pedestrian collision occurred in the 2000 block of North Sierra Way the morning of August 15, 2010. Topete was hit by a 2000 Chevy pickup truck driven by 20-year-old Augustine Ramirez, who initially drove away from the scene. He was later arrested on suspicion of gross vehicular manslaughter and felony drunk driving.

Eight spectators were killed and at least a dozen injured in a car accident that occurred the night of August 14, 2010 after an off-road racer lost control of his vehicle in Johnson Valley. According to a news report in the Los Angeles Times, a driver of a modified 2000 Ford Ranger, participating in the California 200 race near Lucerne Valley, slammed into a crowd of spectators who were standing too close to the track. Out of the eight fatally injured victims, seven have been identified. They are - Zachary Freeman, 24, Dustin C. Malson, 24, Danica Frantzich, 20, Brian Wolfin, 27, Andrew Therrin, 22, Aaron Farkas, 25, and Anthony Sanchez, 23. The racer who lost control of his vehicle has been identified as 28-year-old Brett Sloppy. He has not been charged yet in connection with this crash. Officials do not believe alcohol or drugs were factors in this accident.

I offer my deepest condolences to the families and friends of these deceased victims for their tragic, untimely and heartbreaking loss. These grieving families will certainly be in my thoughts and prayers.

A man in a wheelchair who was fatally injured in a pedestrian accident the night of August 9, 2010 has been identified as 60-year-old Louis Chambers. The San Bernardino County Sun reports that the fatal collision occurred near the intersection of Grove Avenue and Ninth Street in Upland, when a 2004 Toyota Corolla struck Chambers. He was taken to an area trauma center where he was pronounced dead. Officials conducted a DUI investigation at the scene and determined that the driver of the Corolla was not under the influence. They are looking into the cause of the accident.

A driver who was seriously injured in a hit-and-run collision in Napa Valley has been identified by authorities as 39-year-old Andrea Christle, 39. Two of her passengers -- Jacob Hosburgh and Tyler Christle, both 18 -- escaped with minor injuries. The accident occurred the morning of August 8, 2010, when 32-year-old Pedro Perez Mota driving a 2002 Mitsubishi Lancer made a turn against a red arrow and struck Christle's Jeep Cherokee. Andrea Christle was transported to a local hospital with critical injuries. Mota, who attempted to flee the scene, was stopped and detained by a witness until authorities arrived on scene. Mota has been arrested on suspicion of driving with a suspended license and hit-and-run.

I sympathize with Andrea Christle and her family for what they are going through at this time. I'm relieved to hear that the two teens did not suffer life-threatening injuries. I also commend the passer by for having the courage to stop the driver who attempted to flee.

A 64-year-old man is in critical condition after being injured in an Irvine car accident, which officials suspect was caused by a drunk driver. According to a news report in The Orange County Register, the major injury collision occurred at the intersection of East Yale Loop and Briarwood the night of August 10, 2010. The pedestrian suffered head trauma and broken bones and was transported to a local hospital for treatment. Police held the driver to determine if he or she was driving under the influence of drugs or alcohol at the time of the crash. Officials say they have forwarded their investigation to the Orange County District Attorney's office, which will determine whether to file charges.

According to a news report in the Daily Breeze, the fatal crash occurred the night of August 9, 2010 on Highway 395, near Bishop. A Ford SUV veered on to the shoulder and back onto the highway, where it overturned and crashed through the center divider.

If you are in a situation where you are moving slower than the rest of traffic, be courteous and let others pass you. This will make the roads safe and enjoyable for everyone. This is also the law in California under vehicle code 21656.

If you are driving your car, farm tractors or machinery, or riding your bike on a rural road and notice a line of cars building behind you, please be considerate and pull off the road so they may pass. The law states that when five or more vehicles are behind you and they are unable to pass you safely, then you must pull off the road in a designated turnout or wherever you can find a safe place to pull over. Designated turn outs are specially designed lanes created specifically for slower moving vehicles. These small lanes give you a safe place to pull over and allow other drivers to pass you. Many times these lanes are accompanied by signage to remind you to pull over. Even if there is not a sign or a designated turn out, you must pull over if there is a safe place for you to do so to allow other motorists to pass.

Nancy Naranjo, a 23-year-old mother and her 9-month-old son, Joshua Bonton, were both killed in a Sacramento car accident, which authorities say, was caused by a suspected drunk driver. According to a News10 report, the fatal crash occurred the morning of August 8, 2010, when a Toyota 4Runner driven by 22-year-old Xieng Her rear-ended Naranjo's Honda Accord, which was stopped for a red light at the intersection of Orange Avenue and Stockton Boulevard. The Honda Accord was pushed at least 200 feet by Her's SUV before coming to a stop. Both Naranjo and her baby were killed at the scene. Her faces several criminal charges including felony DUI and gross vehicular manslaughter.

A man was injured in a Costa Mesa car accident after his motorbike was struck by a vehicle on the 405 Freeway, the morning of August 6, 2010. According to a news report in The Orange County Register, the injury collision occurred in the southbound lanes of the freeway, near the 73 onramp, when a flatbed commercial truck struck the motorcyclist and then fled the scene of the crash. The extent of the motorcyclist's injuries is not known. Officials are looking for the truck driver.

An elderly man who was fatally injured in a pedestrian accident in Los Angeles has been identified by local officials as 79-year-old Theodore McElligatt. The San Gabriel Valley Tribune reports that the fatal collision occurred the morning of August 3, 2010 at the intersection of Bennett and Vista Bonita avenues in Glendora. McElligatt sustained critical head injuries and was pronounced dead at a local hospital shortly after the accident. No charges have been filed pending an official investigation.

Three people were injured in five car accidents, which officials say, was caused by a suspected drunk driver. Bay City News reports that the driver, 23-year-old Cainan Schierholtz, caused several collisions that involved a bicyclist, pedestrian and a motorist. In each instance, police say, Schierholtz left the scene of the crash. He was booked on suspicion of DUI causing injury, hit-and-run and driving unlicensed. The bicyclist, pedestrian and a motorist whose SUV was struck by Schierholtz, were all injured. However, all the victims are expected to survive.

I'm relieved to hear that none of the victims sustained major injuries in this horrific crash. I pray that they all recover quickly and completely from their injuries.

Two teenagers -- 15-year-old Jessica Brinker, a John F. Hodge High School student, and 19-year-old Daniel Schatz -- were killed in a St. Louis Missouri school bus accident the morning of August 5, 2010. According to a news report in the St. Louis Post Dispatch, two school buses filled with high school band members heading to the Six Flags amusement park crashed with a semi-truck and another pickup truck on the Interstate 44. Brinker was in the last row of one of the school buses, while Schatz was driving the pickup truck.

The California Vehicle Code section 22100 gives all the rules and regulations for making legal turns and u-turns in the State of California.

U-turns are only allowed in residential districts, and in business districts where openings have been left for you to safely turn around. You may also make u-turns at traffic lights if all oncoming traffic is stopped, and you have a green arrow allowing you to safely make the turn.

A 55-year-old woman was killed in a San Diego car accident while trying to cross the street the night of July 31, 2010. The San Diego Union-Tribune reports that she suffered fatal head injuries when a Honda Civic struck her at the intersection of Broadway and Park avenues in Escondido. The Honda Civic was traveling north on Broadway. According to the report, there is no crosswalk at this intersection. A friend of the woman who was killed said that she had been drinking. This crash is currently under investigation.

A 61-year-old man sustained major injuries in an Orange County car accident after he was struck by a vehicle near San Clemente High School the night of August 1, 2010. The Orange County Register reports that the man suffered head injuries and a broken leg when a 16-year-old driver hit him. The injury pedestrian accident happened in the 700 block of Avenida Pico. So far, no citations have been issued. Authorities are investigating the crash.

California Motor Vehicle Code 21957 prohibits standing on the side of the road to hitchhike. While traveling through the state by thumb is still legal, you cannot stand in the roads to do it. Even if you are clearly in the berm, an officer could determine you are in the road, and then you have to take a day off to try to fight your ticket in court. It's just not worth it. There are still plenty of ways for you to hitchhike without being in the roads.

California lawmakers are not trying to stop the thrill of traveling by hitchhiking. In fact, California is one of the best-known states for hitchhiking. According to hitchhiking enthusiasts familiar with California roads, getting a ride from someone is relatively easy once you get outside the major cities.

An 11-year-old boy was injured in a Riverside car accident after he was struck by a vehicle the morning of July 30, 2010. According to a CBS News report, the bicycle collision occurred in the 700 block of Arbor Parkway in Hemet. The boy was struck, thrown onto the hood of the car and dragged under for about 25 feet. Officials say the child was removed from beneath the vehicle by some witnesses and a work crew. The victim sustained cuts and burns. An investigation is underway to determine the cause of the accident.

A hit-and-run collision in Long Beach left a Los Angeles Police Department motorcycle officer injured. The Press Telegram reports that the injury collision occurred at the corner of Marina Drive and Second Street, when a Ford Explorer rear-ended the officer and then fled the scene of the crash. Officials have identified the vehicle as a green Ford Explorer SUV. If you witnessed the incident or have information about the suspect or vehicle, please call police at 562-435-6711.

It is indeed fortunate that the female police officer did not sustain life-threatening injuries. I hope she recovers quickly and fully from her injuries. She will be in my prayers.
