Robert Garcia Umanzor, 9, was seriously injured in a Los Angeles car accident after he was struck by a vehicle while riding a scooter in his Baldwin Park neighborhood. According to a news report in the San Gabriel Valley Tribune, Robert was riding his scooter across Maine Avenue just north of Rexwood Avenue the afternoon of June 21, 2010, when a Toyota Corolla struck him. The driver of the Corolla was unlicensed. Officials cited and released her. Robert was transported to an area hospital with head and leg injuries. Officials are investigating the cause of the accident.

Pedestrian Accident Statistics
According to California Highway Patrol’s 2008 Statewide Integrated Traffic Records System (SWITRS), there were no fatalities but 21 injuries involving pedestrian accidents in Baldwin Park. In Los Angeles County as a whole, 214 people died and 4,985 were injured as a result of pedestrian accidents during the same year.
Was Speed a Factor?
Based on this news report, it is not clear whether the boy was riding his scooter in a crosswalk. Family members say that the residential street where Robert was riding his scooter has been dangerous for a while because vehicles tend to speed up and down the street although the speed limit is 25 mph. Robert’s aunt, Nancy Umanzor, told the newspaper that her nephew has suffered serious injuries and that his “knee is in two pieces.” Neighbors have also complained several times to police about speeding vehicles in the neighborhood and have asked the city to install stop signs and speed bumps.

Officials are still determining if the driver of the Corolla was speeding at the time of this collision. I trust officials are also looking into whether the driver of the Corolla was intoxicated, distracted or otherwise negligent at the time.
