What Caused This Intersection Accident?

Based on this news report, it is not entirely clear how or why this street intersection car accident occurred. There are a number of questions here. Did one of the drivers fail to properly yield right-of-way? Was one of the drivers distracted or under the influence of alcohol? Was either driver excessively speeding or driving recklessly? Did one of the drivers run a red light at the street intersection? I trust officials are looking at these and other factors in order to determine precisely what occurred here and why.

According to California Vehicle Code Section 21800 (a): “The driver of a vehicle approaching an intersection shall yield the right-of-way to any vehicle which has entered the intersection from a different highway.”
