Joyce Yamani, 69, was severely injured in a Ventura car accident after, officials say, a hit-and-run teenage drunk driver struck her power scooter. According to a news report in The Ventura County Star, the hit-and-run accident occurred along Mills Road near Preble Avenue in Ventura, the afternoon of January 16, 2012. Officials say Andres Covarrubias, 18, lost control of his vehicle while traveling at a high rate of speed and struck Yamani. He then hit a parked vehicle, backed up and drove away. Yamani suffered serious injuries in the crash. Covarrubias was located with the help of witnesses, and arrested on suspicion of driving under the influence and hit-and-run.

According to California Highway Patrol’s 2009 Statewide Integrated Traffic Records System (SWITRS), there were no injuries, but 60 injuries involving alcohol-related crashes in the city of Ventura. Countywide, 23 fatalities and 392 injuries occurred due to DUI collisions that same year.

According to California Vehicle Code Section 23136: “It is unlawful for a person under the age of 21 years who has a blood-alcohol concentration of 0.01 percent or greater, as measured by a preliminary alcohol screening test or other chemical test, to drive a vehicle.”
